PENDAHULUAN

A.  Latar Belakang Masalah

Beberapa hari ini, sering terjadi beberapa kasus kriminal, salah satunya yaitu begal motor. Begal alias penyamun yang beroperasi mengincar para pengguna motor yang melintasi jalan-jalan tertentu. Sangatlah meresahkan karena sudah berulang kali terjadi. Hal ini mengundang perhatian serius dari berbagai pihak baik dari pemerintahan maupun masyarakat. Pihak yang paling disoroti tentu saja pihak kepolisian karena dianggap tidak mampu menuntaskan problematika ini yang sebenarnya telah terjadi berlarut-larut. Jatuhnya korban demi korban secara tidak sadar menimbulkan intervensi ketakutan diberbagai lapisan masyarakat, meski aparat kepolisian berdalih kalau mereka serius menangani kasus ini dan telah melakukan langkah-langkah penanganan darurat.

Maraknya kriminalitas begal motor secara tidak langsung mencoreng status Indonesia sebagai negara Metropolitan yang berkembang pesat. Ditambah lagi dengan faktanya bahwa perilaku begal motor adalah kalangan remaja labil yang membuktikan semakin surutnya moralitas remaja indonesia. Oleh karena itu sudah sepantasnya semua pihak duduk bersama guna merumuskan upaya penyelesaian efektif terkait begal motor ini.

C.  Tujuan Penulisan Makalah

Tujuan penulisan makalah ini adalah untuk mengetahui:

1.      Definisi dari begal.

2.      Faktor penyebab maraknya begal motor.

3.      Pelaku dari begal motor.

4.      Upaya untuk menghindari begal motor.
